September 2016 Aquino Administration Satisfaction Rate Rise 37% – SWS

MANILA, Philippines – September 2016 (Social Weather Survey) Aquino administration satisfaction rate rise up to 37% according SWS. The Aquino administration obtained a level of “good” +37 according to their bosses net satisfaction rating in month of September 2015 , up from +31 in March, a Social Weather Stations (SWS) survey showed.

It was the administration’s highest satisfaction rating in 18 months.

The SWS’ Third Quarter 2015 Social Weather Survey, conducted from September 2 to 5, 2015, among 1,200 adults nationwide, was first published in BusinessWorld.

The Aquino administration obtained “good” net scores on 5 national issues, “moderate” ratings on 9, and a “bad” net rating on only one – justice for victims of the 2009 Maguindanao massacre.

The administration obtained “good” net ratings in terms of

  • providing enough supply of electricity (+44)
  • helping the poor (+39)
  • foreign relations (+37)
  • promoting the welfare of overseas Filipino workers (+34)
  • promoting human rights (+31)

It had moderate net scores in terms of:

  • preparing for climate change (+29)
  • defending the country’s territorial rights (+28)
  • improving the quality of airports (+28)
  • transparency of government activities (+23)
  • giving justice (+18)
  • restoring peace to Mindanao (+15)
  • eradicating graft and corruption (+15)
  • deciding quickly on important problems (+15)
  • fighting terrorism (+12)


  • It had neutral net ratings in terms of:
  • traffic management (+6)
  • fighting inflation (+5)
  • ensuring oil firms don’t take advantage of oil prices (+5)
  • rehabilitating areas damaged by conflict in Mindanao (+5)
  • reconciliation with communist rebels (+4)
  • fighting crimes (+4)
  • ensuring that no family will ever be hungry (+3)
  • reconciliation with Muslim rebels (0)
  • It scored a “bad” net rating on only one issue – resolving the Maguindanao massacre case with justice (-47).

The September survey results mirror the net satisfaction rating of President Benigno Aquino III for the same period.

Malacañang welcomed the latest survey results, which Presidential Spokesperson Edwin Lacierda said “reaffirm our platform rooted in service and integrity – one that pursues widespread reform and ensures that the benefits of progress reach all Filipinos, regardless of their location, profession, or status in life.”

Among the major issues around the time of the survey period was the Iglesia ni Cristo protest against then Justice Secretary Leila de Lima for allegedly meddling in its affairs. It stemmed from an illegal detention complaint against INC leaders filed before the DOJ by expelled INC minister Isaias Samson.

The survey results have sampling error margins of ±3% for national percentages, and ±6% each for Metro Manila, Balance of Luzon, Visayas, and Mindanao, SWS said.

The SWS said that the satisfaction rating with the general performance of the national administration “is based on a single question, and is not an average of answers to separate questions on specific issues.”

“The general rating is repeated in every quarterly survey, whereas only a core of the specific issue-ratings are repeated. Many issue-ratings are either included or excluded depending on their contemporary salience,” it added.

It said it employs its own staff “for questionnaire design, sampling, fieldwork, data-processing, and analysis, and does not outsource any of its survey operations.”
